Straighten the horizon, adjust the color balance, move the horizon so that its not in the middle of the shot.

normally, you do not set your ISO under 200 for Nikon dslr's.
Use ISO 200 if you shoot during the day. But it is a different story for Canon users.

Why would one not set the ISO lower than 200 if you can? I shoot a D80 at ISO 100 all the time.

Gservo, I would have to agree with Armando's comments. I would also add for me I think I would like to see it pushed in just a little further, enlarging the city slightly and cutting some of the right side off. Just a little though

Maybe 100 is the base ISO for d80, but for d90 and some other models, Nikon intentionally made ISO 100 as "L 1.0" instead of "100" on your camera so as not to encourage taking pictures at this ISO during normal circumstances. They did it for a reason.
It is not true that the lower the ISO the less the noise. Setting the ISO to "LOW" may affect the contrast or whatsoever. But some people say there is not difference. On a recent episode from either "this week in photography" or "photofocus", this has been discussed. You may use L iso's when you need a slower shutter speed.

but in the end it is a personal choice, just FYI.

I'd definitely straighten the horizon andtry to enhance the levels and possible the saturation. There is also an distracting element on the middle right which could be cloned out
