My main question is: what is the subject of the photo? The gears might be it, but they're half in and half out of the photo. The dam or waterfall in the background is nice, but very smalland distant. I think that a recomposition to either include more, or to focus on one specific item, would help you a lot.

Looks like lots of possibilities in the location. Get there with good light, brighter than appears here. What in particular makes the location interesting to you? Focus on something as a main subject, and that may influence the time of day and sky condition when you shoot, light again. Emphasize what interests you, fill the frame, or get even closer! Maybe rotate your position to the left to get a full circular gear a la a mandala. Maybe backup to give a broader view if there's something interesting or pretty in the landscape, then crop vertically as appropriate. Take a couple dozen shots here and look at them for what works - electrons are cheap - then go back and try it again when your vision is centered. Lots of possibilities

Yes - requests for comments on a particular image belong in critique (where I've moved this). Technique forums are for more general questions and observations (although you may well illustrate them with an image or two).
