2 exposures, one for the cityscape and one for the Junk,then combine them using PS. As for fixing the existing shot, you could try cropping out the Junk and sharpening up the cityscape a bit.

To freeze the motion you need to raise the shutter speed (in this scenario you can't use the flash as the objects are too far away).
To maximise the shutter speed you need to use the largest aperture you can, combined with the highest ISO you can use without introducing noise. From the settings above it appears you could have used ISO800, f/5 with 1/60. 1/60 should be enough to freeze motion here. Your not going to be able to remove the motion blur from the photo above, its too far gone. You could rescue something by fixing the white balance and sharpening the skyline but its doesn't look likely. I find I can learn a lot by looking at similar photos on flickr. Hong Kong is not a great place to learn, its just too spectaular with very difficult conditions, I know that from experince as you can see by my first photo from there compared to my second trip.
