I agree that the shot needed more of the area around the falls. Use a longer exposure to get a softer feel. You will have to sort out the aperture after that but I believe you are right that the water was not "soft" enough. Go give it another try!

By clearer are you talking about having the water softer or more transparent. If you are trying to make it look more like water then you will need to increase your shutter speed to capture the water. something like 1/160 or higher. Hard if you don't have the light or the fast lens. I actually like picture but agree that it would balance out the slow shutter effect on the water by having more sharp lines from surrounding objects. Beware as I have learned that plants swaying in the breeze can kill the look if in the foreground.
