Use tungsteen wb preset, to get deep blue sky and have more tolerance to the artificial lights. Also, try shorter exposure time when taking image of brightly lit area.

I would definitely take a shorter exposure -- you can still get some good detail, with less flare from the lights.
In addition, your photo has a lot of sky in it -- but there's nothing in the sky. In addition, the pool (?) in the foreground is cut off, and that looks kind of interesting. I'd definitely compose downward to get more interesting things into the frame.

I agree with dcclark, but OP said he does not have the tripod, so that angle is probably the only one he could get from putting the camera on the window boards, without the fear of camera falling down.

A little earlier in the evening, like just after dusk, you might have gotten the same detail without blowing out those bright spots.

Looking at your exif data.. the first thing I would say to change is your aperture. Set it to something like f/8 and try taking a picture with the same shutter speed you have and check out how the exposure looks like. If you think its too dark.. increase the shutter.. but keep the aperture at that position. You are saturating the bright portions of the image by using an f2.8 exposure. Hope that helps..

I agree with dcclark about the composition but taking into consideration that you didn't have a tripod, so we really can't change the angle that much. regarding the exposure, i would suggest a shorter exposure. the lights are overexposed IMO. if you like a cooler tone, you can change the white balance to tungsten, i find it useful for night photography. thanks for posting!
