I'm just learning, so take all of this with a pinch of salt!
I like the blurred cars - it gives a sense of how hectic the traffic is in Paris and I agree that you can't do much about the weather / grey sky. My eye is drawn first to the woman and her child and the fact that the child's foot seems to have been cropped bothers me slightly. I like the fact though that this isn't just a picture of the buildings and that you have the people as foreground interest, with the traffic in the middle ground and the buildings behind. My only other suggestion would be to check whether the photo is completely straight - looking at the buildings in the background I've got a feeling that the camera may have been tilted slightly (lower on the left). Could be wrong! Hope this helps.

You did a nice job taking this image. I like the way the buildings provide leading lines in the photo. Good jog in holding the camera steady at that speed also. Did you try using an overcast white balance setting to bring some color into the sky or maybe use a uv filter?
