EXIF data would be nice, as stated. What aperture were you using? Also, did you use your lens hood when you took the shot? A lens hood is used to avoid glare from light sources. When not using the lens hood, it is possible for bright light sources (yes, even at night...especially at night) to cause lens flare and anomalies. I'm not sure this is the case here but was trying to rule it out.

While in many shots the difference with or without a hood will be minor, it will prevent many little anomalies from spoiling an otherwise beautiful shot. It can even affect the sharpness. If you can, return to the spot and try the same shot with your hood installed and see if the problem goes away. If not, try a smaller aperture...say around f/8 or so. Hope that helps!

I had the same problem, and I found removing my UV filter fixed it. I think it is to do with the light reflection of the light from the front of the lens onto the inside of the uv filter back into the lens. Here is a picture I took where the same thing happened, look at The Ritz and the reflection of that

yup, that is because of the flare. Attaching a lens hood will solve the problem.

I don't agree, about the lens hood, yes a lens hood will help for bright light sources from the side but not for light from the front. If you look at my picture you will see that it is a reflection cause by a longer exposure that gives the bright light enough time to bounce as explained previously and cause a reflection. That would also explain why the ghost image is upside down
