It's not the lens hood. I also don't think that it has that much to do with the length of exposure, I have had it happen on exposures of 1/60th of a sec. I have removed the UV filter when I have shots that this might happen with and then it doesn't happen, at least that I have noticed. I have had it happen with candle light on peoples birthday cakes.

A UV filter on a digital camera is only there to protect the lense from scratches anyway since the sensor in the camera doesn't pic up haze the same way that film does, so why not leave it off at all times unless you're prone to touching your lense or dropping your camera? The filter just becomes one more piece of equipment that can cause problems (although if you ARE prone to accidently touching your lense, then fingerprints and possible scratches from cleaning the lense imporperly become a new problem without the filter).
