Some comments regarding the composition?
Photo was taken at Punggol Waterway. It shows the moon through the centre structure of the horseshoe bridge. (No PP) Exposure 30 Aperture f/8.0 Focal Length 9 mm ISO Speed 100 Flickr: victorlevainqueur's Photostream

The compostion is great for me ... but the moon is not obivious enough ... it could be bigger posed on left or on right the structure . i like the idea of the long shutter for lights in the bottom

I like the concept. The image might work better composed similarly, but from farther back with a longer lens to increase the relative size of the moon. (This may well not be possible, of course.)
The exposure of the city looks good, but the moon is massively over-exposed. If you want a better exposure on the moon, you would need to shoot when there's more ambient light so everything else isn't underexposed. This would mean a balancing act between the height of the moon above the horizon (which depends on the phase of the moon) and the ambient light at that time (which depends on the time of year).

Actually, I would prefer the moon not there at all. Come to think of it, maybe I will remove the moon instead, so that the attention wouldnt be taken away from the bottom... Tell you guys what, I try to make 2 extra version of this shot, 1 with a better exposed moon and 1 without the moon. Then you guys can give me your vote.

Created 2 version from the original shot. 1 with no moon and 1 with a superimposed blood moon.
Which one you guys preferred?

Beautiful shot
would it have been possible to get the moon in the circle rather than between the bars it would have looked like a lamp or something

That's Ok if you're doing Sci Fi -- looks alien to me! I like it better without any moon ...
