I agree about the lack of a subject, or focal point. Also, it is generally not advisable to place the horizon in the middle of the image. It forces the viewer to choose the top or bottom. I normally only recommended that for water reflection shots, but this shot does not have much of a reflection.

Milos' comment is spot on except for this part. Some people mistake an 'object' for a 'subject'. In this case, your subject is the water leading to the wooded hills. The biggest thing that needs to change is when you take your photograph. I would try coming back when your sky has some color in it, like first thing in the morning or last thing before the sun goes down. And be prepared to do some computer work to bring out those rich tones at that time of day.
