Did you have a filter on the lens?
Were you using a lens hood? It looks like flare to me.

No filters. Yes, i had a lens hood. Has that got anything to do with it?
My aperture was also at f/3.5 and was shot at 10mm < perhaps that has something to do with it?

Looks like you were doing everything right.
I feel it is unwanted light, not necessarily in the field of view, hitting the front of your lens and causing the flare. I don't think the aperture used has much to do with it, if anything..

The palms are blurry because it was a 30 second exposure and there was quite a lot wind, so the camera recorded the movements of said trees.
the other spec of light is definately a flare of some sort
