Your light is nice and your exposure is fine. It's a very nice background to a photo. But there's no compelling subject.

Sunsets are not usually enough to carry a photo on their own. Unless the sky is truly remarkable, you need something in the foreground to add interest.

It also looks like your horizon is not quite straight. Water photos are particularly sensitive to this.

I like the colors I actually like the sky in this photo because it has a nice gradation of colors from one portion of the sky to another, and there is a little bit of wispiness in the sky as well; almost gives it a watercolor feeling to me. The water in the foreground looks like it could hold some interesting ripples though which may strengthen the photo if they could be brought out, particularly in the area of the reflection from the sun. This may help strengthen the foreground and give the photo a little more depth.

As I go back and look at this, I'm thinking the rocks (I think they are rocks) in the lower left corner of the frame may be distracting and could be cloned out; if nothing else to see if it would strengthen the composition. As I continue to look at it, I'm also finding my eye being drawn to the left side of the frame rather than toward what I interpret as what should be the focal point. The only reason I can see for this is the sun is probably still too bright in the frame, and my eye is avoiding that. I'm not sure how this can effectively be toned down in PP, my experience with trying to tone down bright stuff is that it is not easy to do it well (for me anyway); my colors usually come out looking wrong.

I cropped this photo, removed the debris from the water and leveled the horizon.
