How slow you have your shutter speed will depend on how much of a silky effect you want to achieve. Personally I like to still be able to see that it is water. Bear in mind though that the slower your shutter speed the more light your sensor is going to get and therefore you have to compensate somewhere else - usually aperture. An ND filter could be a good option if you want something heaps slower.
I know you just asked about the flowing water effect but I'd like to make a comment about the photo overall. While you are concentrating on capturing the silky water flow don't forget to consider composition as well. This scene looks a bit boring as it is taken - the river doesn't really flow anywhere and it looks like you just paused on the riverbank. If you are able to visit this spot again try to move closer to the water down to the right so you are nearer the water's surface and the water is flowing towards you. A couple of rocks in the foreground would help too
