Hello everyone this is my first post. I'm pretty new with photography and don't really know alot about it besides what i've learned poking around here. I took this shot from a parking garage in old market omaha with my Droid X2 phone camera and did some color editing and contrast stuff with photoscape. Wanted to know what corrections you guys would suggest.(other than the horizon not being flat

If you separate the sky with magnetic lasso on to it's own layer, you might be able to recover the sky (provided enough data is there to recover it) and while the sky on a separate layer you can brighten up the buildings and drop the repaired sky layer over top the brightened building layer. Make sure you blend the edges, and that should fix the blown out sky and the buildings being to dark.
I'd use the max frequency for the magnetic lasso, which I believe is 100. As far as orientation, the perspective is whatever you would like it to be, not everything has to be level and sometimes a different perspective is better than perfectly level.
