Default Three Layers of Buildings

I'm stretching myself on this one. I'm now shooting in full manual and I am looking for feedback on exposure, composition and overall appeal of this. Minimal PP on this, just some sharpening and brightness.

Canon Rebel XS
Shutter- 15 seconds
Apeture- 8.0
ISO- 200
18-55mm lens
Focal Point 33mm
Flash off and did not fire

If you were to shoot this closer to f/16, the lights going around the perimeter of the building would turn out more like star bursts. Also, if you shoot in the half hour to hour right after the sun sets, you could get some nice color in the sky. Otherwise, if you prefer for the sky to be all black, your exposure captured that well.

Thank you very much for the feedback. I do get what you are saying about the need to decrease the apeture. I did have another shot with just a bit more light in the sky and capturing a thin cloud behind the furthest building, but it was just out of focus and threw it away.

It seems strange to me that the buildings on the left and right are lit up pretty well, but I really can't see any detail in the middle building. It gives it kind of a ghostly appearance.
