Does this look to busy?
Should it be composed differently?

I don't know what your subject is, if it's the house there's not enough of it, if it's the garden its also a bit vague ...

I agree, maybe shoot with some bokeh in the foreground, to make the cottage the subject?
Can I achieve this by a lower aperture like a f/4?

f/4 will give you a shallower depth of field, but I think the cottage is still too obscured by the vegetation. I don't think the arches in the foreground are helping because they do not lead the eye towards the cottage.
