I love the photo, the only thing I might change is to crop some of the top off? Maybe a little too much sky?

I like the shot. Oh, I might have widened it up a bit to show a bit more of the rocks, but aside from that, this is very nicely done. What I really like is the fact that you get kind of a wrap around feel from the rope railing that is repeated in the rocks (which is why I would have included a bit more of the rocks.) If I ran this through PS I might try to darken the sky and increase the contrast with the clouds, but honestly, this is a nice shot.

I think this is a great shot but I do agree with Pamela that cropping out some of the sky could help.

I don't know about cropping out the sky, that's a GREAT sky.

I think what's probably bothering you is the color balance. Try adjusting the Blue curve in Photoshop on a separate layer (more specifically, reel in the black point and curve it down), then just mask in the beach area (I used a linear gradient for that mask). You can also adjust the levels on the sky, too, to saturate the sky a bit more, although that's a matter of taste. I've attached an example with the suggested changes.

Get closer and leave the stairwell completely out of the picture. Use that rock jetty as a leading line, and shoot closer to sunset or sunrise. You should be able to get a better image that way.

I also think that this is a very nice shot. The colour balance adjustments Kevin did certainly helped it. Do you notice the bluish colour cast over the posts, the stairs and the rocks and how they disappeared in the processed version? If we would be nitpicking, the horizon in your original photo is leaning a bit to the left and I would clone out the palm branch sticking from the left edge. But as I said, it's a nice photo!

Keep in mind the rule of thirds. Your horizon is dead in the center of the frame. That will usually give an odd feeling to a photo which is otherwise fine.
