Hello,

next time, try to embed your photo in the post, you have the Share button on Flickr (above the photo). Select the Grab html/bb code and choose medium size, then copy the code and paste it here.

I think your photo is pretty successful. Did you use a graduated ND filter? You would certainly benefit from one, since your foreground (the rocks) is underexposed. Also, your sky on right is blown out, a GND filter would help you to balance those. I think you achieved a really nice effect in the water with slow shutter speed. Regarding the composition, I would crop off the right 1/4 of the photo (the area with no rocks) because for me it acts as a negative space, drawing my attention away from the lighthouse.
If you crop it and try to brighten up the rocks, you might get a nice foreground leading the viewer to the lighthouse.

I did use a 6 Nd filter, love em hah, but thanks heaps for you feed back, i did over expose it abit, becuase i wanted the 15 second time, cause the water wasnt moving much, but one of the losses yes is the over exposure in the back, do want a grad filter dont have one yet. but thanks heaps.

I have a hard time getting dark foreground rocks and the bright sky around the sun exposed correctly also, even with my 2 stop ND grad. You could try some exposure blending or HDR. I think this is a beautiful shot, but the blown out sky is not helping.

I agree with milosh that cropping some off the right will bring more attention to the distant building on the left.

The second version is certainly better than the first one. I think you could do an effective manual blending of two different exposures, since you're shooting on a tripod, and your horizon is a flat line.
