should I crop this?
should I enhance the colour of the sky and /or water?

I see two points of interest in your photo, one is the rocks with the birds, and the second is the structure to the left. The black stone in the foreground is uninteresting but it draws attention to itself because it's so dark. Also, much of the objects of interest (the birds and the pier) are too dark, while the sky around the Sun is blown out.

I would try to crop it to keep only one of the points of interest and some of that lovely reflection. I don't think you can effectively crop it and keep both objects in the frame, since they are so far away from each other.

This was obviously a difficult scene to expose properly. Maybe you could have tried to move to the left or right to avoid the Sun in you frame. That way you would have smaller dynamic range in your shot and it would be easier to pull of.
