Perhaps Elements doesn't have the Blend if option, I'm not sure about that.
Normally, you just need to double click the layer (the layer icon, not the layer name) and it will open the Layer style options. Though, you can't do this on a background layer (you can but you have to turn it to a normal layer first). There, you would see the Blend if section with a small drop-down box (set it to Gray) and you would move the two sliders on This layer slider bar.

What's causing the halo? Try to decrease adjustments you've made to it or lower opacity of their respective layers.

Sorry for the late reply as I was away on a trip. Yup, I don't think Elements 6 has the option. As for the halo, it's mainly due to me going overboard on the adjustments (can't seem to bring back the details in the moon otherwise). In the end I settled for something midway where I can see a little of the craters in the moon without the halo being too visible.

I've learnt loads from this picture nevertheless, so here's to a better picture in the future. Cheers!
