Default Does polarizing filter help?

Does the filter help this picture? It was a cloudy day and thought I would try the filter. Any other ideas?

That's a great scene, amazing reflections.

It's difficult (at least for me) to discern any polarizing effects in this photo. My first guess would be that it's a circular polarizer and it wasn't properly adjusted. The photo appears too bright, paricularly in the sky.

Th ISO seems high for this lighting? It is hard to critique when we can't see the photo as we comment. Repost the photo (not a link) and you'll get better feedback.
