the tank is definately underexposed. I would say that you either should increase your ISO by a few stops or reduce your shutter speed.
The composition,is not particularly compelling. Maybe try and compose for the repeating shapes. Also I think I think that the image would be better served if it was horizontally centered.

You can rescue the under exposed tank post processing by nudging the fill light up a little. Although it's not very pretty as an object, so I'd be very tempted to go the other way and nudge up the blacks and so on until you have more of a sillouette, that way you're concentrating on the outline shapes, which are interesting, rather than the colours and shapes of the tank surface, which are not.
Not sure I agree with Mwanafunzi about centering the tank.. The sunlight provides some movement, so my inclination would be to crop a little more of the ground and some of the right hand side of the picture so your picture concentrates on the interaction between the tank and the burst of sunlight. This pictures got a lot of potential, how you work it post processing is a personal choice, either way will end up with an interesting picture.. Update the thread when you get something you like
