I would suggest that you read this article on luminous landscape regarding cropping . I would suggest probably starting with the conclusion (last four paragraphs), then if you are still interested, read the entire article.
Regrading the photo. I think that cropping out the sky might be the better solution. I would say cropping out everything but the dard clouds.

I think Mwanafunzi's right about where to crop the picture. You would still get the sense of how the sky looks by the reflection in the water. I like the reflection better than the basic sky.

OK, here's the cropped version. I left a little blue at the top as suggested by Eileen D as with all the blue gone the photo looked a little gloomy. Thank you mwanafunzi..a very interesting piece

I'm gonna be the oddball here and say that I like the original shot better. There's something about the symmetry that I find appealing.
