Im NEW to photography! and Im extremely interested in learning the most I can. I took this picture a while back but I have a few questions about it..
1. I understand how it goes from sharp to the blur in the background but how come there is a slight blur in the front ? could it be because the lens wasn't clean enough? 2. Also I like to edit photos afterwards can anyone give me some good suggestions on what could be or could've been edited better in this photo? Im open to all criticism! Please help me learn ! info: Samsung L200 F 10. 8 ISO 80 13.5 MM 1/180s Can some tell me how the last two effected my photo?

You need to provide the EXIF data so everyone can better analyze your settings.
A lens has limits as to minimum focus distance. You may have been too close to the subject. The lack of focus for the distant water looks like an aperture issue.
