Default Statue and Sunset

While on the way to meet some friends I grabbed this shot. Unfortunately, I did not have my tripod so I could not bracket as well. I think if I could have gotten the people as silhouettes it would have been better as the sky would have been darker as well. Any advice would be great.

I like the pic. One thing is i would change is if not the people, at least the statue should be a silhouette (it may look like it, but if you look at a large image, its just dark, and you can see tons of detail)

I was working on it, but couldn't get there. There was a light on the statue making it impossible to get it as a total silhouette. I didn't do any PP on the photo.

Do you know how to use levels? moving the shadows a bit to the right would make it pure black
