Not great, I'm afraid. There appears to be no subject in this photo. There appears to be some interesting stuff in the distance but it's too small to be of much interest. The closest thing to a main subject would be the row of posts but they're really not too compelling. I'd recommend that you decide exactly what you want to portray and then move in much closer and concentrate on it.

I agree that I cannot tell what you intended to show as your subject. I think you'd have a better shot if you walked down the pier and took a shot with the pier leading to this lit-up area, but you would still lack a compelling subject.

You'll have to decide what drew you to this scene and the best angle/composition to emphasize that. It looks like you may have used a point & shoot camera - f 2.8 is going to "flatten" your depth-of-field. I recommended a smaller aperture for greater DOF if your camera allows you to set that.
