Intentional Use of Blur

Hi Everyone - just wanted to get your opinion on this composition - it was a windy morning and I wanted to show that. I habitually underexpose so that is one concern.

So, please critique on compostion and exposure.

I have never seen this happen so I'm still wondering if it was a problem with the board last night.
