Default To crop or not to crop?

Houses of Parliament

Took this shot of the houses of parliament a few weeks ago. I altered the exposure in photoshop to make it more of a silhouette, but something still doesn't feel right about it. Should I crop it down so that it's just focused on the building? Any other suggestions appreciated too

To be honest it doesn't really work because it's not a true silhouette - you can still make out some details like the clock face and masonry, so it just ends up looking underexposed.

You could try cropping just to the buildings, along the line of the bridge, say, or you might try going back to the original image and converting it to black and white.

I suppose that cropping just to the right of Big Ben would help strengthen the image, then you'd have a more defined subject. Being able to define what the photo is about is a large part of what makes more powerful photograph. Cropping would also place the boat slightly off center, which would help as well.
