Default Hong Kong Construction. Room for improvement?

Here is a photo which I took for this newbie photo competition, with the topic aimed to show "the human impacts on the environment in HK."

I feel that the photo looks little washed out, what can I do to make this photo 'pop' abit more?
I want to keep the construction site as the may subject, at the same time . .show the HK skyline.
Any suggested crops I can do to highlight the key message in the photo?

Contructing Hong Kong

Exif Data:
Camera: Canon EOS 40D
Exposure: 0.008 sec (1/125)
Aperture: f/10.0
Focal Length: 28 mm
ISO Speed: 400
Exposure Bias: +2/3 EV
Flash: Off, Did not fire

Thanks for your feedback!

Being a non HK resident, I have a different idea of what's included in the skyline. Here's one of my crops. Just my two cents.

The big blue building in the construction site kind of takes away from the composition. Attached are 2 possible crops without it:

Try increasing the contrast - that should fix the "washed out" area a little bit.
