The photo looks plenty sharp, especially at the size I can see here. The water is blurred, sure, but that's what happens with moving objects in long exposures. It looks fine.
The color in the water is great -- why did you remove it from the skyline? The half-b&w edit is really jarring and unpleasant to me.

No issues with sharpness, but I agree with dcclark with regards to the rather odd use of desaturation.
For me its too binary, parts either have colour on or colour off. If I was going for the effect of highlighting the colour in the water, I wouldnt have done it in this way.

The photo indeed looks tack sharp. Composition-wise, the railing at the bottom left looks quite distracting. Might be better if you have cloned that out. In terms of color treatment, it also doesn't appeal to me. It would have appeared better if you did not apply desaturation at the upper half of the photo.
