Default Rings of Fire

Very nice shot. One way to get rid of the hot spots on top is to select a similar part of the image and paste it on top of the lights. You would want to use layers, masks, and the blend modes to get this just right.

Default I like what you captured

I did the same type of shot on the 4th of July and used a slow sync flash to freeze my subject. I am pretty sure that is the effect you were looking for.

Or you could use the clone brush and duplicate the background layer and blend the 2 together, works pretty well.

I did try to clone out the porch lights using the clone brush, but because of where they are in the frame I found it very difficult to effectively remove them. I haven't tried any other technique to remove them from the image. I am not sure if they can be taken out completely, but if anyone wants to try it with the image, please do so and post the result.

Yes, that is exactly what I was trying to achieve, but as I mentioned in the original post I neither have a tripod nor have an off-camera flash so I couldn't capture the boy either at the beginning or at the end of the exposure. Also, because I don't have a tripod, I had to place the camera on a wall opposite so distance was a factor too.
