The "correct" way to do this is not with filters, but with a tilt-shift lens off-plane

Brian, you can correct me if I'm wrong (having never used a TS lens before) but understandably it's use is mainly for correcting perspective anomolies..will it also do selective blurring as in the case with these photos?

Yep. The miniature effect you see a lot of people doing is a simulation of the effect of a tilt shift.
One person I can think of off the top of my head that uses one in portraiture is Michelle Moore. Here is a link to her blog on that very subject. Photography Q&A | Tilt Shift Lens (aka ?how did you get that blur??) Michelle Moore

Hmmm.... must be a matter of taste because I don't care for the blur in the first 4 images at all. I don't find them the least bit "romantic"; if anything I find them hard to look at because the blur is too strong and my eyes are working overtime to try and focus.

I guess I'm just one who prefers sharp images and like the feeling (romantic or otherwise) to come from the lighting and textures. Blur just doesn't do much for me.

Basically, a tilt-shift can do two things. It can "shift", which involves sliding the lens up or down, while keeping the "plane" the same. This corrects for perpective distortion, and is really useful for architectual photography. The other function is "tilt", which means the lens "bends" off-axis. This is essentially what a lens baby does, only it is more rigid, and leaves you with a more linear out of focus effect.

Tilt-Shift lenses are expensive, and as this is just another photography fad, I wouldn't recommend buying one just for this purpose, as it's pretty easy to fake in photoshop.

AND,

to answer the Op's question, photography jealousy is okay. If you're not improving, you're stagnant, and that's never good. I'm always striving to be better, and even though sometimes it's mind-blowing how good some people are, it's also inspiring.
