If you shoot with a Canon P&S or dSLR, the disc that came with the camera has Photostitch. If you shoot enough coverage to make a 360° cylindrical, Photostitch can output a QuicktimeVR file. The only problem with that is that QTVR is a proprietary format, and to be viewed, the browser client has to have Quicktime installed.
You can, however, use a bunch of different viewers that are out there to do what QuicktimeVR does, without actually using Quicktime. I'd recommend looking at Pano2VR, which can make flash output. The BBC pano you pointed to is probably using some form of PTViewer, which is a Java-based delivery system. If you pano is stored on Flickr, you can use the SPi-V for Flickr viewer by Aldo, by creating the link: Code:
http://www.fieldofview.com/flickr/?page=photos/[name]/[photoid] The resolution will be limited to which sizes Aldo can see of your photos, and the browser viewing the link has to have the Shockwave plugin installed. Os: Gigapan is more about making gigapixel panos that you can zoom in on, not about making 360° interactives that you can spin around to see what's behind you.
