Probably gonna need some fill flash but I would try to see if you could get by without it. I had that same problem last night and had my ISO set up to 400 and got some really bad noise plus the fact that the baby never stopped moving and we were on a dock in the river that swayed every time a boat went by. It was a nightmare fighting the baby,lighting and movement of the dock.

You will absolutely need to have a flash if you want any kind of detail in both the subject and the background. Now if you just wanted the subjects and blow out the background then you can spot meter for the subjects or if you want a proper background but silhouettes then you can meter for the background. But if you want both subject and background exposed properly then you will need to meter for the background and then use flash to fill in the subject detail.
