You can use any software that allows you to work with layers.
You basically duplicate the photo on a new layer, then turn the photo to B/W. After that, all you have to do is delete the parts that you want to show up in BW from the origininal (color) layer. There are plenty of tutorials out there, but most of them are for Photoshop, but the process is similar for most software. If you want to color an image that you only have in black and white and no color original the process will be different and more involved but it's very possible.
