with E-TTL Flash in Tv mode, synchronization with longer shutter speeds is a creative choice that allows you to control ambient-light background exposure. A portrait of a person at dusk in front of the lit city using Tv mode you can control the exposure of the background. a tripod is a necessity for optimum sharpness with long exposures.

There is a great article here... However I am unable to find it! I was reading it the other night and it helped me take some incredible pictures of the skyline. I typically open my aperture all the way up, low ISO, and slow the shutter speed down. A tripod is a must!

This question is pretty vague....what do you want to accomplish specifically?
In general a flash will be required. I tend to use lower shutter sync speeds (1/60) and you can vary front-rear curtain sync for different effects. You can set shutter speeds to expose background and flash to expose the "subject".
Or you can just use ambient light.

I am taking pphotos of a girl who wants something different and she thought about taking her photos when the sun went down. If I have to use a tripod, I will, she is old enough to stay put when asked. She is 15 and Mom knows I have NEVER done this b4, but she is generous enough to let her daughter be my "guinea pig" So I am looking for tips and more tips, not really on posing, but on lighting, I guess...

Well, I guess my best tip is to use any lighting source off camera (on camera is ok for a little fill). The camera will probably want to light the scene "hot" so expect to have to use manual or "override" a setting or two.
I recommend you check out some of the articles over at http://www.lighting-essentials.com/. You should be able to get some ideas there.

Thanks - I only shoot in manual, so that does make it a little easier for me - I guess

Here's a link to a website I stumbled upon. He's a wedding photographer who uses a combination of ambient light and off-camera flash. He has a lot of practical tutorials on his website, and he's very accomplished. Hope this will help.
