A couple of freebies that I use are:

Microsoft Research's Image Composite Editor is a nice little stitching program.

and, Picturenaut which is a nice HDR tone mapping application. It is also open source if you prefer to support those sorts of applications.

Default Firebug

A Firefox plugin. For anyone want to learn to code HTML ans CSS firebug is the best program I have ever come across. Best thing about it is you can change anything in you css or HTML and the change will show live but nothing was really saved. This has saved me many hours of trying things. Some day I hope it will include PHP also.

Open Office - I hate Microsoft Office
FoxIt Reader - Adobe Acrobat is to slow and a resource hog
Smart Defrag - Way better then Windows Defrag
Burn Aware - My CD/DVD burner software
Filezilla - FTP client
7zip - way better then WinRAR and WinZIP
CCleaner - removes all the junk files
Miranda IM - Windows Live is a resource hog
AVG - best anti virus ever

Keep your eye on www.giveawayoftheday.com, it is a different licensed program free each day. Have had quite a few good programs including photo editing. Includes ratings and comments from people as well. No catch and is worth a look.

I don't think many people know about this one. I have never seen it mentioned on any photography forum. I don't know how I found out about it. It's Adobe, but it's completely free.

My Favories:
Ifranview - Great Fast Image viewer even for raw files
FSViewer - I use this when posting to Flickr to resize, add watermark & frames to the images in batch mode.
Commodo Pro - Firewall & Antivirus program - used to use AVG & kerio...
Zoombrowser EX - for viewing multiple files in different ways
Ace Divx Player - Free Divx Player..
Geosetter for tagging your images with their location..(lats & longs)
Slimbrowser - It uses the IE engine but its better than IE

I like foxit as well but have run into a few websites that were apparently hardcoded for Adobe and so wouldnt open in Foxit

Does anybody know of a program that can tag tiff files with exif data...most will do jpeg but not tiff

If your looking for something to just have some fun with you can try

Piknik - just a little program to add borders and touch-ups mostly for kids, not as advanced as Picasa or anything

faceinhole - you can add your face to picture of celebrities or sports kind of people, again fun for kids (kinda fun for adults too)

New in my list of favourite freeware: thebrain

it is a digital version of mindmapping. there is a free version and 2 paid versions i think. I just got the free version, and once I got used to it, it really helped me organise my thoughts, links and notes.
