Newbie with a question here, be nice

Could someone explain to me how this effect has been generated?

Looks like someone took lots of images at different distances to the subject and focal lengths then put them together into a gif like shown. I haven't seen something like this before but you can tell the image gets compressed (longer focal length then gets wider the closer you get to the subject).

That would be my best guess.

I don't think it's a dolly zoom, because the people completely vanish in the long shots and there's an angle change on the block.

My guess it's lots of photos together and "tweened"

I think the photographer probably stuck the camera on multishot with AF-C switched on, walked slowly forward with the button pressed while slowly zooming out. then cropped so the block stayed the right size and in a similar spot, then I think they took some of the shots were taken out of sequence to allow the "walking backwards" effect (there are no footprints and the same walkers apppear in different places in the sequence) and then used something like this to put them together.

It's a dolly-zoom effect: subject stays stationary and roughly the same size, while camera is moved back to front and focal length is changed.

Notice how the actors stay the same size but the foreground elements change. You can ignore the background in this case: the scene out the window was green-screened in.

Something like this is more indicative of how it'd be done with individual photos.
