Im gonna guess that's a cat.

You get glowing eyes form cats (and dogs, and most other animals) for the same reasons you get redeye from humans: the animals just have it bounce differently through their eyes. Cats are particularly prone to this because of the extreme shape of their eyes (look at your cat's eyes from the side)

Yep its a cat! These types of photos were doing the rounds at Halloween! Namely "Halloween Cat" lol! I tried to get it but I think I am too advanced in my photography nowadays to catch a cat like that. I kept capturing "proper eyes with catchlights - dammit!" Can you do better with an iphone? I'm not being funny but most peeps capture these photos by "accident" lol.

My sister in law had cataracts removed and now her eyes do that too... just like the cat! Tis the weirdest thing to be sitting beside her if the light hits her a certain way, lol....

Generally, to get these reflections intentionally, you need to have the creature (people are creatures, right?) looking directly at the lens and pop a flash very close to on-axis with the lens.

Which is to say: Look for information on how to prevent red-eye and do the exact opposite.

Yeah, my Grandmother had some sort of surgery on her eyes, and they "sparkle" now. It's really kinda odd.

LoL.. If you really want to create this, just do everything you're told not to.. Use on camera flash and turn off anti-red eye should do the trick.
