Google + operates a bit differently from say twitter. I suggest you take a look at this:

If a person has their profile set to show the "send e-mail" button you can then send them a request.

If you add someone to your circle they have the choice when they see the notification to add you or not to their circle(s). I don't add everyone. Or I had them to my Not Sure circle. I then watch what they post, don't share with that circle and then block them if they are not someone I want to have in a circle.

There are certainly a great number of pro and semi-pro photographers sharing their work. I am amazed at what I see.For me the food photographers are a really great thing. There is a critique circle in the works to support amateurs.

I also use it extensively for science related materials since that is my day job.

I like it better than facebook since it does not have all the game stuff and other clutter. Circles make security and sharing easier in my view. If you have issues with the TOS I encourage you to view The Grid Live episode 18. I think they cover things pretty well. There have actually been quite a number of discussions around the set up and do folks worry about image sharing. Personally as an amateur I'd be flattered if someone wants to sue my image as a wallpaper.

I also think at this point Chrome is the better browser for g+ as it has extensions that allow different views and even sharing on twitter and facebook. That may change since I am more of a firefox user.

Keep in mind that this is still beta and things are changing every few day as google adds features.
