Default Facebook Landing Page

Ok, need some help.....

I have created a welcome page on my facebook page.

I selected it as the default landing tab and linked to it static html, but when you go to the page, you just land on the wall.

Anyone know what setting I have missed to make someone land there, and not on the wall?

If you're a fan of the page already it defaults to the wall.

If you havent Liked it, you go to the splash.

This! I went through this exact same frustration until I realized that you go to the wall if you have "liked" the page.
