if you have a desktop computer a lightscribe drive is only about 30 bucks and is stupid easy to install (4 screws at most and 2 cables)

MPIX pro does it. and they have some nice cases. You download a PS templet design your design and they print it..

48HourPrint.com will print DVD labels for you. You can do as few as 100 at a time. The labels stick right on blank DVDs and look just like they're printed right on.

By the time you pay to have a decent amount of discs printed, you may wish to enquire about some Epson printers that will do the job for pretty cheap money. Mine cost about $250AU and does a very professional job and even though our dollar is high I'll bet they are cheaper elsewhere. We pay throught the nose here
