Are you using Canon's "Digital Photography Pro"?

And what program are you using to try to open it? Programs like Photoshop and GIMP can't read RAW, since RAW is not a universal file type. In order to open a picture that was taken in RAW by Photoshop, etc. the image needs to be converted to JPEG or such. Canon's DPP allows you to "Covert and Save As...", otherwise you need to use a program like Lightroom.

What are you opening it with? If you are using digital photo pro, once you open it and make your changes, you can just hit save... You can hit save as if you want a separate copy of your raw file. If you are trying to save as a jpg, you have to choose convert and save.
The CR2 file IS the raw file... It's just not labeled with a .RAW extension...
I've never used save as.... Just save or convert and save.

CR2 is the raw file. "Raw" is a loose term meaning that it's the raw sensor data format. Because raw formats are proprietary, you'll find Canon's raw files are .CR2 files and Nikon's are .NEF.

If you save it as a ".raw" file and open it in Photoshop, you'll run into trouble since Photoshop thinks it is an entirely *different* format.
