Use shutter priority "S" or manual mode "M". Set the shutter speed to your desired length. Take picture.

Plus: When you see 1/ it means a fraction of a second. When you see " it means seconds.ie 1/30 vs 30"

Can I ask why you bought a DSLR?

Heh funny story, I had a customer the other day wanting a Sony NEX5. He wanted it because the pro-sumer compacts were "shit". He also wanted it because it had a big lens on the front so must be good and have a great zoom. And then I pointed out that the NEX5's "big" lens was an 18-55mm - effectively 3x whereas the HX5 he thinks is shit is 10x..... :P

RTFM: Read the F&%$*ing manual.

It depends on how long you want your exposure to be. Anything up to 30seconds is possible using both the methods IABoomer has outlined.

Might as well make it interesting:

How do you (lot) take photo's of stars? You either use a slow shutter speed to let the light in - but end up with mini trails, or shoot high ISO and get lost amongst the noise :/

Pgs 69 and 71 of your instruction manual explain how to set your shutter speed.

Give the guy a break. He said he is new to photography and needed help and I thought this was what this forum was for. Sometimes when you are new to something and don't understand all of the terms, the owners manual can be very unclear that is why I bought an after market book to learn how to use my Canon. At least it explains things better than the book that came with my camera and I don't have to be ridiculed online.

There's no ridiculing going on: The OP's tone is confrontational from the get-go. The simple answer really is simply to read the manual.

The OP does know the terminology: as has been shown by his/her posts.
