Default New guidelines for facebook promotion

I just saw this. Apparently, these are the new rules as of 12/01/10

If I am reading this correctly, I think it means that people cannot hold those contests that say "Once I reach 1000 fans, I will give away XYZ."

This makes no sense. How DO you notify winners? If you happen to have their email address, then yeah, you could send them a note that way. But what if you don't have their email address?
I am very confused with this one.
Not that I plan on running any contests or anything on my page. I really don't care about that.
Just thought some of you might care about this for you page.

don't quote me me on any of this, but i think most contests / promotions of this type are run thru random.org, where as part of the promo they collect name, email ect...then random.org draws the winner..randomly. Facebook proabably wants nothing to do with any legal issues that may arise from someone screaming "RIGGED!!"

I had a client who only had 50 followers, who did a contest to give away a 7 day all expense paid trip to florida, the deal was to enter you had to recommend 12 friends, in order for any of your 12 friends to enter they had to recommend 12 friends, an so on..needless to say after 2 weeks they went from 50 fans to 5k fans. They gave the trip away and now have 5000 names, addresses, emails, phone numbers of people to directly market to... It was a clever promo, but I can kind of see wht FB want's to distant itself from this type of thing.
