Canon XS, Canon XSi, or Nikon d3000? For a Friend

I have a friend who has narrowed down his choices for what camera he wants to buy on Black Friday this year. His choices are a Canon XS, a Canon XSi, or a Nikon d3000. The most he wants to spend is $600 and he originally wanted the camera to be 12 megapixel and have video mode to record videos, but told me that the video mode is not necessary. He would like it though. So this is where you guys come in and bust out with your awesome knowledge!
