I have no idea how this hasn’t been widely reported on “ordinary” news channels.. but it’s certainly interesting.
Research it yourself, I’ve just plucked a few random links from the interweb Combating Online Infringement and Counterfeits Act - Wikipedia, the free encyclopedia David Segal: Stop the Internet Blacklist S. 3804: Combating Online Infringement and Counterfeits Act (GovTrack.us) The UP side? We can have a site taken down permanently for stealing our images, or infringing copyright. That’s awesome.... The down side Prettymuch the internet as we know it will change forever. All social networking sites would be within reach of being taken down.... where the hell do all our stolen photos end up? *popcorn*

yes interesting, however..."The lists are for sites "dedicated to infringing activity," but that's defined very broadly -- any domain name where counterfeit goods or copyrighted material are "central to the activity of the Internet site" could be blocked."
This really doesn't cover the uninformed joe who went to your site and swiped 1 image, thinking it's "ok" to use it...and what about dmca, are they really going to amend change that? doubtful imho..
