I've never had a problem photographing fireworks. I suspect it's more a function of where you are trying to shoot from. An event or venue may prohibit shooting within their confines, but they certainly can't stop you from shooting from a public place within visible range outside their boundaries. You don't have to be right at the fireworks location to get good photos - in fact a little distance is usually a good thing.

Find a good location nearby and shoot the fireworks, that'll solve any problems.
