Default Sensor Dust - Clean it you must!

Is your camera a DSLR? The dots look like sensor dust to me. You may want to use the inbuilt sensor cleaning mechanism of your camera. If there is none or it doesn't help, you should get your sensor cleaned by a professional.

However, if you are a DIY type of person, you may try some of these techniques:

The Methods - Cleaning Digital Cameras - D-SLR Sensor Cleaning.

Imp - Read your product manual carefully before using any of the techniques above. Although most of them aren't risky to do, but it should go without saying that you do it at your own risk!

What sushantji said.. really looks like dust/dirt/small animals on your sensor.

When changing lenses, always be quick, don't do it in very windy conditions and point the opening downward so dust doesn't fall into the camera.

Even a blowing tool could get rid of this if you're very careful.

is it on just one photo or many photos?

if on one, it may been an animal such as a bird in the distance

if on many, then it might be on the lens or sensor. Sounds like sensor. if so, then follow sushantji advice
