I tried photobucket a couple weeks ago and hated it, the uploader is crap and there's too many ads, I'll never use it again. Flickr is good, if you want to pay for it, I don't like that it limits how much you can upload in a month.
I much prefer snapixel but flickr is a close second.

Photobucket = tons of ads, minimal community, no emphasis whatsoever on artistry. It's exactly what it says it is: a big bucket for photos. Great for dumping whatever odds and ends you might have that don't fit into your Flickr albums.
Flickr = a site for photographers to share, discover and discuss photos as art. Offers a lot more in-depth features to support this goal. So to summarize... Flickr is where I put photos that I care about. Photobucket is where I put everything else.
